The arrival of Minor Snow marks the beginning of colder weather and an increase in rainfall. "Snow" is a product of cold weather, the climate during this solar term is not yet extremely cold and rainfall is not yet large, so Minor Snow is used as a metaphor to characterize the climate during this period.
