Call for 2015 Chinese Government Scholarship Programs for Study at UCAS

I.       Scholarship Program and Coverage

1.    Scholarship Program

For study at the University of Chinese Academy of Sciences (UCAS), eligible applicants may choose to apply from the following 7 programs supported by Chinese Government:

(1)       Bilateral Program

The program supports Master's students, PhD students, regular visiting students and senior visiting students.

(2)       Chinese University Program

The program supports Master's students and PhD students. Applicants can apply directly to UCAS.

(3)       Great Wall Program

The program supports regular visiting students and senior visiting students.

(4)       China-U.S. Culture Exchanges Special Scholarship Program

The program supports Master's students and PhD students.

(5)       EU Program

The program supports Master's students, PhD students, regular visiting students and senior visiting students.

(6)       AUN Program

The ASEAN University Network (AUN) program supports Master's students and PhD students.

(7)       PIF Program 

The Pacific Islands Forum (PIF) program supports Master's students, PhD students, regular visiting students and senior visiting students.

2.    Scholarship Coverage

(1)      Exempt from tuition fee and application procession fee

(2)      Basic accommodation fee

UCAS provides the Scholarship awardees free accommodation (shared room) on campus. For those who choose to live outside UCAS campus with UCAS approval in advance, they will be entitled to an accommodation allowance of RMB 1000/month for PhD students and senior visiting students and RMB 700/month for Master's students and regular visiting students.

(3)      Living allowance

  Chinese Government provides living allowance of RMB 3,500/month for PhD students and senior visiting students and RMB 3,000/month for Master's students and regular visiting students. In addition, supervisors and institutes/schools provide research assistantship for awardees considering awardees' academic performances. The total amounts of living allowance will be no less than RMB 5000/month for PhD students and senior visiting students and RMB 3500/month for Master's students and regular visiting students.

(4)      Accidental Injury and Hospitalization Medical Treatment Insurance

II.    Categories of Applicants and Duration

1.      Master's students: 2-3 years

2.      PhD students: 3 years

3.      Regular Visiting Students: no more than 1 year

4.      Senior Visiting Students: no more than 1 year

Notes:

l  Scholarship duration is subject to the educational period prescribed in the admission notice.

l  Scholarship awardees must register at the place indicated in the admission notice within the required registration period in accordance with the stipulations therein. Awardees who cannot register on time due to an objective reason must apply in written form in advance for approved deferral.

l  The Scholarship may be retained for no longer than 2 months from the registration deadline.

l  The allowance will be transferred by UCAS on a monthly basis from the date when the Scholarship awardee registers.

l  A full-month allowance will be transferred to new awardees who register before the 15th of a given month (including15th), while a half-month allowance will be transferred to new awardees who register after the 15th of any given month.

III. Application Guideline

1.    Chinese University Program

(1)       Qualifications of Applicants

l  Meet the admission criteria for UCAS international students (Please refer to the Call for 2015 International Graduate Students Programs)

l  Not being a student who is now pursuing his/her study at any institution in China (There should be over 1 year between the graduation date of a student once studying at any institution in China and his/her application date for the Scholarship .)

l  Have an appropriate attitude toward learning and scientific research and have outstanding academic performance

l  Have not accepted any other Scholarship at the time of application

l  Education and age requirements as follows:

A.    Master's degree candidates must hold a Bachelor's degree or its equivalent and be no more than 35 years old.

B.     Doctoral candidates must hold a Master's degree or its equivalent and be no more than 40 years old.

(2)       Application Documents

l  ADMISSION APPLICATION FORM FOR INTERNATIONAL STUDENTS: Please download the Attachment and fill in the form with a 2-inch photo and your signature. The second part of the form must be filled out by the supervisor and the institute or academic department. You may not apply to more than one supervisor and institute or academic department.

l  APPLICATION FORM FOR CHINESE GOVERNMENT SCHOLARSHIP: Please fill in and submit the online application form at http://laihua.csc.edu.cn of the China Scholarship Council. The Application Form for Chinese Government Scholarship automatically generated by the system must be printed out, signed by the applicant himself/herself and pasted with a photo. The agency number of UCAS is 80001.

l  A photocopy of your passport's (with at least 2 years validity) personal information page

l  An original notarized photocopy of your degree certificate: Master's program applicants need to submit their Bachelor's degree certificate. Doctoral program applicants need to submit both Masters and Bachelor's degree certificates. (Those who have not yet graduated must provide evidence of education and the expected graduation date concerning their current academic institution and submit the education certificate upon its receipt.)

l  Original transcripts or an original notarized photocopy of transcripts: Master's program applicants need to submit the academic transcript of their undergraduate study. Doctoral program applicants need to submit academic transcripts of both graduate and undergraduate studies.

l  Recommendation letters from two professors or equivalent: The referees need to be experts or scholars in the applicant's field other than the supervisor applied to. A recommendation letter must be printed on letter-headed paper, with the referee's signature and date, and be sealed.

l  CV and research proposal

l  Photocopies of all the title pages and abstracts of a maximum of 5 representative published academic papers

Notes:

l  All of the above certificates must be in English or Chinese. If not, there needs to be an original notarized copy of an English or Chinese translation.

l  Lacking the required application documents or unsatisfactory documents will not be accepted.

l  All application documents and application processing fees are non-refundable regardless of the applicant's admission status.

(3)       Application Procedure

l  Find an eligible host supervisor affiliated with CAS institutes or UCAS academic departments.

Applicants who are eligible and meet all of the eligibility criteria above may contact an eligible supervisor of CAS institutes or UCAS academic departments and send both hard and soft copies of their application documents to the supervisor. l  Obtain a host supervisor's acceptance

The supervisor scrutinizes and evaluates the applicant's academic ability according to the admission regulations of UCAS and/or the institute. Two or three experts might be invited to conduct an interview with the applicant or a written examination may be required. The supervisor decides whether or not to accept the student by making comments and signing on the supervisor's comment page of the admission application form, submitting the hard copy of all necessary documents to the institute or academic department.

l  Institute or academic department approval

The application will be reviewed by the institute or academic department to decide whether or not to accept the applicant. If the application is approved, the institute or academic department will complete and stamp the comment page of the admission application form and send the hard copy of all necessary documents to the UCAS International Students Office.

l  UCAS makes the final review and prepares admission documents.

UCAS will organize evaluation meetings after its final review of all application documents. The admission and visa application documents for eligible applicants are prepared once the expert panels make the final decision.

VERY IMPORTANT: Please do not send the application package without the supervisor's signature and the official stamp of the institute or academic department.

(4)       Application Time

Applications must be submitted between December 1, 2014 and April 15, 2015. The UCAS International Students Office must receive a hard copy of a complete application package before the deadline.

2.    China-U.S. Culture Exchanges Special Scholarship program

The program is open only to US citizens with no quota limit.

Application guideline and deadline of the program are same with those of the Chinese University Program.

3.    Other Programs

For Bilateral Program, application must be submitted to the dispatching authorities for overseas study in the applicants' home countries. For Great Wall Scholarship Program, applicants must apply to the National Commissions for UNESCO in their home countries. For EU Program, applicants must apply to the Office for Education and Culture, Mission of P. R. China to the European Union. For AUN Program, application must be submitted to ASEAN University Network (AUN) Secretariat. For PIF Program, application must be submitted to Pacific Islands Forum (PIF) Secretariat. Application is open generally between January and April every year. Please be noted of deadline variations for different countries. Applicants with the Award Letter for Chinese Government Scholarship issued by Chinese overseas embassies and consulates should seek contact with International Students Office of UCAS. Please email the scanned copies of the award letter and the Admission Application Form (see attached) to scholarship@ucas.ac.cn. UCAS will issue letter of admission in advance for those eligible applicants.

IV.  Application Results and Announcement

UCAS will organize experts to evaluate all application documents and select those outstanding to award them the Scholarship. The application result will be submitted to the China Scholarship Council for its review and verification around late April or early May of 2015. Eligible applicants will be notified by UCAS around late June or early July about the result, if approved, and sent the Admission Notice as well as other materials.

The Scholarship awardees need to bring their personal passport, Admission Notice, Visa Application Form (JW201), and original Form of Physical Examination Record for Foreigners as well as other original documents of physical examination to the Embassy or Consulate of the People's Republic of China, and apply for a student visa (X1/X2 visa). After entry into China, students need to register at the place indicated on the Admission Notice within the required registration period.

V.     Other

1.      After their registration, Scholarship awardees must abide by the relevant regulations for the Chinese Government Scholarship and attend the annual review of their Scholarship status in accordance with the Measures for Annual Review of Chinese Government Scholarship. Awardees who fail in the review will be deprived of their Scholarship or their Scholarship will be suspended.

2.      The Scholarship awardees, in principle, may not change their majors or institutes/academic departments after registration.

3.      Scholarship awardees who need to suspend their study due to illness must return to their home country for further treatment and recuperation. All the expenses are borne by the awardees. If their suspension of education is approved by UCAS, their Scholarship may be retained for no more than 1 year and their allowance would be suspended within the same period of time. Their Scholarship would not be retained if an awardee applied for a suspension of their education due to other reasons.
